A JOINT MEMORIAL

REQUESTING APPOINTMENT OF A LEGISLATIVE HIGHER EDUCATION FUNDING FORMULA TASK FORCE TO STUDY THE HIGHER EDUCATION FUNDING FORMULA AND RECOMMEND CHANGES TO ENSURE APPROPRIATE FUNDING FOR CORE PRIORITIES BASED ON THE MISSION OF THE INSTITUTION.



WHEREAS, to ensure adequate and appropriate funding for the various two-year and four-year higher educational institutions it is necessary to examine the missions of the institutions; and

WHEREAS, there are significant differences between the missions of the four-year research institutions, with their emphasis on research and a broad range of doctoral programs, and the missions of comprehensive institutions that focus on maintaining broad access and concentrate on undergraduate programs; and

WHEREAS, it may be useful to examine the business and economic development needs of the state and, using Georgia as a model, focus the missions of the institutions on the research and the graduate and undergraduate programs that support the core competencies needed by the primary businesses and industries in the region or in the state; and

WHEREAS, it is necessary to update both the two-year and four-year cost model and to revise the institutional support component of the higher education funding formula to be more responsive to the missions of the various educational institutions;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico legislative council be requested to appoint a higher education funding formula task force to examine the missions and needs of the two-year and four-year higher educational institutions and in light of that study to update the cost models and to revise the institutional support component of the higher education funding formula; and

BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the New Mexico legislative council.
