A MEMORIAL

REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO DIRECT AN APPROPRIATE LEGISLATIVE INTERIM BODY TO STUDY THE FEASIBILITY OF A VOUCHER PLAN FOR KINDERGARTEN STUDENTS.



WHEREAS, kindergarten programs in both public and private schools are essential for the preparation of children to enter the primary school grades; and

WHEREAS, a voucher program for kindergartens would assure that parents would have a variety of opportunities available for their children's initial learning experience; and

WHEREAS, insufficient information is available at this time concerning successful kindergarten voucher programs in other states and that information together with data on existing kindergarten opportunities in New Mexico would enable the development of an appropriate legislative proposal to implement a kindergarten voucher program;

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NEW MEXICO that the New Mexico legislative council is requested to direct an appropriate legislative interim body to study the feasibility of a voucher plan for kindergarten students; and

BE IT FURTHER RESOLVED that a report of the interim study be made to the first session of the forty-fifth legislature; and

BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the New Mexico legislative council.
