A JOINT RESOLUTION

PROPOSING AN AMENDMENT TO ARTICLE 20 OF THE CONSTITUTION OF NEW MEXICO TO REQUIRE THAT LEGISLATION BE ENACTED TO ESTABLISH A SYSTEM FOR VOLUNTARY PUBLIC FINANCING OF ELECTION CAMPAIGNS FOR ALL EXECUTIVE, LEGISLATIVE AND JUDICIAL STATE OFFICES BY THE YEAR 2006.



BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. It is proposed to amend Article 20 of the constitution of New Mexico by adding a new section to read:

"A. Legislation shall be enacted to establish a system of public financing of election campaigns that provides for voluntary participation by candidates running for all executive, legislative and judicial state offices.

B. The system of public financing shall provide reasonable standards for candidates' participation, expenditure limits and contribution limits.

C. The system of public financing may be phased in for the various offices as defined by legislation; provided that the system shall be in place for all executive, legislative and judicial state offices for the primary and general election campaigns of 2006 and thereafter."

Section 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election or at any special election prior to that date which may be called for that purpose.
