Your TAXATION AND REVENUE COMMITTEE, to whom has been referred



SENATE BILL 27, as amended



has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:



1. Strike Senate Finance Committee Amendment 1.



2. On page 1, line 24, before the period insert "and have not been included in the taxpayer's itemized deductions, as defined in Section 63 of the Internal Revenue Code, for the taxable year".



3. On page 2, line 10, strike "75" and insert in lieu thereof "25".



4. On page 2, line 11, strike "50" and insert in lieu thereof "15".



5. On page 2, line 12, strike "25" and insert in lieu thereof "10".



6. On page 2, line 18, strike "75" and insert in lieu thereof "25".



7. On page 2, line 19, strike "50" and insert in lieu thereof "15".



8. On page 2, line 20, strike "25" and insert in lieu thereof "10".



9. On page 3, line 1, strike "75" and insert in lieu thereof "25".



10. On page 3, line 2, strike "50" and insert in lieu thereof "15".









11. On page 3, line 3, strike "25" and insert in lieu thereof "10".



12. On page 3, between lines 6 and 7, insert the following new paragraph:



"(2) "health care facility" means a hospital, outpatient facility, diagnostic and treatment center, rehabilitation center, free-standing hospice or other similar facility at which medical care is provided;".



13. Renumber the succeeding paragraphs accordingly.



14. On page 3, line 14, after the comma insert "excluding elective or cosmetic surgery,".



15. On page 3, line 15, before the semicolon, insert "or in a health care facility".



16. On page 3, line 25, after "year" strike the remainder of the line, and on page 4, strike lines 1 and 2 and insert in lieu thereof a semicolon.



17. On page 5, between lines 1 and 2, insert the following new section:



"Section 3. CONTINGENT EFFECTIVE DATE.--The provisions of this act shall not become effective unless Senate Bill 33 or similar bill of the second special session of the forty-fourth legislature is enacted into law and the General Appropriation Act of 2000 passed by the second special session of the forty-fourth legislature and enacted into law includes an appropriation of four million nine hundred seventy-five thousand dollars ($4,975,000) for the sole purpose of implementing an amendment to the state medicaid plan making eligible an individual who is the parent of a child under nineteen years of age who resides with that parent and whose family income does not exceed sixty percent of the federal poverty guidelines.".,



and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
