AN ACT

MAKING AN APPROPRIATION TO THE SECOND JUDICIAL DISTRICT ATTORNEYS OFFICE TO EMPANEL TWO NEW GRAND JURIES FOR THE PURPOSE OF SEEKING REINDICTMENTS IN CASES THAT WERE INVALIDATED; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the second judicial district attorneys office for expenditure in fiscal years 2000 and 2001 to empanel two new grand juries for the purpose of seeking reindictments in cases that were invalidated pursuant to the opinion in State v. Ulibarri and Popplewell. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
