AN ACT

MAKING AN APPROPRIATION TO THE STATE DEPARTMENT OF PUBLIC EDUCATION TO IDENTIFY AND TREAT MENTAL HEALTH PROBLEMS IN KINDERGARTEN THROUGH THIRD GRADE STUDENTS; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. Five hundred thousand dollars ($500,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal year 2001 in the following amounts for the following purposes:

(1) one hundred fifty thousand dollars ($150,000) to purchase mental health early identification and violence prediction instruments;

(2) two hundred fifty thousand dollars ($250,000) to train kindergarten though third grade teachers, social workers and counselors how to identify mental health problems in students and how to interpret mental health early identification and violence prediction instruments; and

(3) one hundred thousand dollars ($100,000) to contract for community-based mental health services for students with mental health problems.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
