Synopsis of Bill



Senate Bill 30 appropriates one million dollars from the general fund in FY01 to the Department of Health to provide disabled and elderly medicaid waivers to persons eligible for the program but not receiving services due to a lack of funds. The bill carries an emergency clause.



FISCAL IMPLICATIONS



The one million general fund appropriation would leverage $2.75 million in federal Medicaid dollars.



ADMINISTRATIVE IMPLICATIONS



The human services department reported that increasing the number of waivers will increase program administration requirements, particularly for utilization review. They also said that the department will have to monitor more cases for compliance with waiver policies and procedures.



SUBSTANTIVE ISSUES



The Human Services Department estimated that one million-dollar general fund appropriation and the $2.75 million leveraged federal medicaid dollars would be sufficient to provide services for an additional 234 clients. The estimate assumed an average cost of $16 thousand per client per year.



TECHNICAL ISSUES



This bill makes an appropriation for FY01, but also carries an emergency clause, implying that it is to take effect immediately. The analysis assumes that the appropriation is for FY01.
