Honorable Speaker and Members of the House:

 

I have this day VETOED and am returning HOUSE BILL 589 enacted by the Forty-Fifth Legislature, First Session, 2001.

 

This bill would expand the exceptions to current in-plant training residency requirements to include projects located within fifty miles of the New Mexico border.  The purpose of the in-plant training program is to hire and train New Mexicans.  Additionally, it is not prudent to expand a program that is currently underfunded.
