1. On page 1, line 13, strike "; MAKING AN APPROPRIATION".

2. On page 2, line 16, after "criteria" insert "based upon actual program costs to ensure the implementation of performance based budgeting measures".

3. On page 3, strike Section 2 in its entirety.
