Mr. President:

Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. Strike Senate Education Amendments 1, 3 and 5.

2. On page 2, line 7, after "for" strike "certified school instructor" and insert in lieu thereof "degreed individuals pursuant to Section 22-10-3.5 NMSA 1978".

3. On page 2, line 18, after "for" strike "certified school instructor" and insert in lieu thereof "degreed individuals pursuant to Section 22-10-3.5 NMSA 1978".

4. On page 2, between lines 22 and 23, insert the following new sections:

"Section 3. A new section of Chapter 21, Article 14A NMSA 1978 is enacted to read:

"[NEW MATERIAL] ELEMENTARY AND SECONDARY EDUCATION CURRICULUM AND COURSEWORK.--The off-campus board may award an appropriate certificate upon completion of an education curriculum and program leading to alternative certification for degreed individuals pursuant to Section 22-10-3.5 NMSA 1978 or certification of educational assistant and coursework in elementary and secondary education professional development. The curriculum and program leading to alternative certification or certification of educational assistants shall be approved by the state board of education."

Section 4. A new section of Chapter 21, Article 16 NMSA 1978 is enacted to read:

"[NEW MATERIAL] ELEMENTARY AND SECONDARY EDUCATION CURRICULUM AND COURSEWORK.--The board may award an appropriate certificate upon completion of an education curriculum and program leading to alternative certification for degreed individuals pursuant to Section 22-10-3.5 NMSA 1978 or certification of educational assistant and coursework in elementary and secondary education professional development. The curriculum and program leading to alternative certification or certification of educational assistants shall be approved by the state board of education."".

5. Renumber the succeeding section accordingly.

6. On page 8, line 12, after "in" insert "all".

7. On page 8, line 13, after "institutions," insert "including northern New Mexico state school,".

8. On page 8, line 15, after "for" strike "certified school instructor" and insert in lieu thereof "degreed individuals pursuant to Section 22-10-3.5 NMSA 1978".
