Your JUDICIARY COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 9, line 9, strike "three" and insert in lieu thereof "ten".

2. On page 10, line 19, strike the quotation mark.

3. On page 10, between lines 19 and 20, insert a new Subsection F to read:

"F. Any candidate who fails or refuses to return any money to the fund as required by the Public Campaign Finance Option Act shall not, in addition to any other penalties provided by law:

(1) have his name printed upon the ballot if the violation occurs before and through the final date for the withdrawal of candidates; or

(2) be issued a certificate of nomination or election, if the violation occurs after the final date for withdrawal of candidates or after the election, until the candidate returns all money required to be returned pursuant to the Public Campaign Finance Option Act and pays all penalties owed."".

4. On page 12, line 2, strike "publish guidelines" and insert in lieu thereof "issue rules".
