AN ACT

MAKING AN APPROPRIATION TO COMPLETE THE REGIONAL WATER PLANNING PROCESS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--One million five hundred thousand dollars ($1,500,000) is appropriated from the general fund to the interstate stream commission for expenditure in fiscal years 2002 and 2003 to complete the regional water planning process. The interstate stream commission shall contract with water planning regions to implement mutually negotiated and accepted scopes of work that provide for the completion of regional water plans within two years. The interstate stream commission shall disburse money appropriated in this section to each water planning region based on the reimbursement of planning costs associated with satisfactory progress. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.
