Mr. Chairman:

I propose to the SENATE PUBLIC AFFAIRS COMMITTEE the following amendments to

1. On page 27, lines 18 and 19, strike the comma and insert in lieu thereof "or" and strike "or modifying".

2. On page 31, line 13, strike "consultation with" and insert in lieu thereof "approval by".

3. On page 31, line 15, between "rules" and "for" insert "and protocols" and strike "administering," and "or modifying".

4. On page 31, line 17, between "the" and "notification" insert "appropriate".

5. On page 33, line 19, strike "administering,".

6. On page 33, line 20, strike "or modifying".

7. On page 33, line 21, between "rules" and "adopted" insert "and protocols".

8. On page 33, line 22, strike "consultation with" and insert in lieu thereof "approval by".
