AN ACT

MAKING APPROPRIATIONS FROM THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES BLOCK GRANT FOR PROGRAMS TO ENCOURAGE AND SUPPORT MARRIAGE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATIONS.--

A. The following amounts are appropriated from the temporary assistance for needy families block grant to the board of regents of New Mexico state university for the cooperative extension service for expenditure in fiscal year 2002 for the following purposes:

(1) eight hundred thousand dollars ($800,000) to develop and implement a statewide program to teach marriage skills and marriage maintenance skills, including the meaning and benefit of marriage, communication skills, conflict resolution skills, the economic and social impacts of divorce and the effects of divorce on children, to participants in the temporary assistance for needy families program; and

(2) two hundred fifty thousand dollars ($250,000) to develop and implement a statewide media campaign to laud the benefits of marriage.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the human services department and shall retain its character as temporary assistance for needy families block grant funding.
