Mr. President:
Your EDUCATION COMMITTEE, to whom has been referred
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 14, after the semicolon insert "CREATING A FUND;".
2. On page 5, between lines 1 and 2, insert the following new section:
"Section 10. FUND CREATED.--
A. The "early childhood scholarship fund" is created in the state treasury.
B. All appropriations to fund scholarships for the Early Childhood Career Scholarship Act shall be deposited in the early childhood scholarship fund. Balances remaining in the fund at the end of each fiscal year shall not revert to the general fund but shall remain in the fund and are appropriated to the commission for distribution in subsequent years pursuant to the provisions of the Early Childhood Career Scholarship Act.
C. Distributions shall be made on warrants drawn on the fund to provide scholarships pursuant to the Early Childhood Career Scholarship Act pursuant to authorization by the executive director of the commission.
D. The commission shall administer the early childhood scholarship fund.".
3. Renumber the succeeding section accordingly.
4. On page 5, line 3, strike the subsection designation "A."
5. On page 5, line 5, after the first occurrence of "the" strike the remainder of the line and insert in lieu thereof "commission on higher education to provide early childhood career scholarships pursuant to the Early Childhood Career Scholarship Act.".
6. On page 5, strike lines 6 through 17 in their entirety.
7. On page 5, line 18, strike the subsection designation "B.".
8. On page 5, line 19, after "shall" insert "not".,
and thence referred to the FINANCE COMMITTEE.
