AN ACT

MAKING AN APPROPRIATION TO THE STATE DEPARTMENT OF PUBLIC EDUCATION FOR FILM AND VIDEO FESTIVALS AND TO PROVIDE MEDIA LITERACY EDUCATION READING AND TRAINING MATERIALS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Eighty-five thousand dollars ($85,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal year 2002 to provide film and video festivals in Santa Fe, Albuquerque, Taos and Las Cruces for children and families. The festivals shall provide media literacy training that emphasizes the availability of nonviolent, unbiased media. In addition, a community consortium that includes public school libraries, public libraries and other community groups shall be organized to support the festivals and to provide ongoing media literacy training materials and programs in public elementary schools for children ages six through twelve. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
