FOR CAPITAL IMPROVEMENTS IN LEA COUNTY.

I request that the following capital outlay projects be funded:

to the department of environment

three hundred fifty-three thousand dollars ($353,000) for water storage and line replacement improvements to the water system in Tatum in Lea county;

to the state highway and transportation department

three hundred thousand dollars ($300,000) for street improvements in Tatum in Lea county;

to the local government division of the department of finance and administration

two hundred thousand dollars ($200,000) for new restrooms, camping hook-ups and other related improvements to the Towle information and rest area, including compliance with the requirements of the Americans with Disabilities Act of 1990, in Lea county;

four hundred thousand dollars ($400,000) to repair, renovate and equip Chaparral park in Lovington in Lea county;

one hundred seventy-five thousand dollars ($175,000) to make improvements to address safety needs, including adding doors and locks, video monitoring, metal detectors and x-ray machines, at the courtroom and clerk's office in Lea county;

fifty-nine thousand dollars ($59,000) for improvements and upgrades to various community centers and fire departments in Lea county;

one hundred thousand dollars ($100,000) for landscaping, lighting, exercise stations and an irrigation system for the health walk trail in Lea county;

two hundred thousand dollars ($200,000) to purchase and install kitchen equipment at the Lea county event center;

one hundred twenty-five thousand dollars ($125,000) to plan, design, construct and equip a new food service area at the fairgrounds in Lea county;

five hundred thousand dollars ($500,000) to expand the detention facility in Lea county;

three hundred thousand dollars ($300,000) to continue the downtown beautification project, contingent upon a twenty-five percent match from the city of Lovington in Lea county;

ninety thousand dollars ($90,000) to purchase a garbage truck for Tatum in Lea county;

twenty-five thousand dollars ($25,000) to purchase and install a warning siren system for Tatum in Lea county;

three hundred ninety thousand two hundred fifty dollars ($390,250) to plan, design, construct, equip and furnish the outpatient chemotherapy facility in the Nor-Lea hospital district in Lea county; and

sixty thousand dollars ($60,000) to purchase and equip an ambulance in Tatum in Lea county; and

to the state department of public education

two hundred fifteen thousand one hundred eighty dollars ($215,180) to engineer, design, purchase and install a heating, ventilation and air conditioning system at Llano elementary school in the Lovington municipal school district in Lea county;

one hundred fifty thousand dollars ($150,000) to purchase and install double-paned windows to replace all single-paned windows in the Tatum municipal school district in Lea county;

three hundred three thousand five hundred dollars ($303,500) to make improvements to the field house, including replacing plumbing and fixtures and re-roofing, at Lovington high school in the Lovington municipal school district in Lea county; and

five hundred fifty thousand eight hundred dollars ($550,800) to re-roof and to design and engineer the purchase and installation of a heating, ventilation and air conditioning system for Lea elementary school in the Lovington municipal school district in Lea county.
