SUMMARY



Synopsis of Bill



This bill extends the termination date of the Board of Barbers and Cosmetologists to July 1, 2005 and the delayed repeal date to July 1, 2006.



Significant Issues



If this legislation is not adopted, the board will be terminated effective July 1, 2001, and will be required to cease operations by July 1, 2002.



Extending the termination date of this board will provide continuity in regulation and oversight of barbers and cosmetologists in the state.



PERFORMANCE IMPLICATIONS



This board is not required to participate in performance-based budgeting.





FISCAL IMPLICATIONS



In FY02, the Board of Barbers and Cosmetologists has a recommended budget of $540.6 which is funded by self-generated licensure and fee revenues. If the board terminates, this revenue will no longer be collected from licensees.



ADMINISTRATIVE IMPLICATIONS



If the termination date of the board is not extended, a phase-out plan would have to be developed to cease operations by July 1, 2002. This would result in a reduction in force of seven permanent staff employed by the board.
