SUMMARY



Synopsis of Bill



House Bill 121 appropriates $1 million to the State Department of Education (SDE) Division of Vocational Rehabilitation (DVR) to provide statewide services, through independent living centers, to persons with disabilities.



Significant Issues



DVR will use this appropriation to provide independent living skills training; information and referral; peer counseling; advocacy; and other services based on individual and locally determined need.



According to the SDE, these services are supported by the Statewide Independent Living Council and will provide needed services to persons with disabilities through contracts with statewide independent living centers, with an allowable 5% administrative cost.



FISCAL IMPLICATIONS



The appropriation of $1,000.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general fund.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



House Bill 184 appropriates $150.0 to DFA to provide a statewide education program about housing options for persons with disabilities; and a training program for volunteers to assist persons with disabilities to achieve home ownership.



House Bill 30 appropriates $535.0 to the SDE Vocational Rehabilitation Division for the purchase of assistive technologies for persons with disabilities.
