SUMMARY
Synopsis of HCPAC Amendment
The House Consumer and Public Affairs amendment provides an appropriation of $270,500. This includes funding to pay the salaries and benefits for 3.5 FTE: two physicians, a half time program manager and a mental health therapist. The other provisions of the bill remain unchanged.
Synopsis of Original Bill
House Bill 131 appropriates $198.0 from the general fund to the Board of Regents of the University of New Mexico (UNM) for staff development and equipment for Para Los Ninos Pediatric Specialty Clinic at the Children's Hospital of UNM.
Significant Issues
The appropriation in this bill would be used to pay salaries and benefits to 3.0 FTE (a physician, a program manager and a mental health therapist) and for staff development, moving expenses, computer technology, and office equipment.
Para Los Ninos has been funded through the Department of Health since 1994.
FISCAL IMPLICATIONS
The appropriation of $ 198.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general
fund.
OTHER IMPLICATIONS

According to the Commission on Higher Education (CHE), this request was not included in UNM's budget request to the UNM Board of Regents, and thus was not submitted by UNM to the CHE for review. The UNM Board of Regents did not formally approve this request and the CHE did not recommend funding for this program expansion.
