SUMMARY



Synopsis of Bill



House Bill 137 amends Section 21-1-26 NMSA 1978 to require that all members of each board of regents named in the state constitution attend mandatory orientation and in-service training provided by CHE.



Significant Issues



This bill would mandate an orientation and in-service training for members of the boards of regents from the following institutions:



New Mexico Institute of Mining and Technology

New Mexico State University

University of New Mexico

Eastern New Mexico University

New Mexico Highlands University

Western New Mexico University

New Mexico Military Institute

New Mexico School for the Deaf

New Mexico School for the Visually Handicapped

Northern New Mexico Community College



According to CHE, each year in September, the agency offers an orientation and in-service training program for all members of the governing boards of New Mexico's public post-secondary education institutions, including board members of the statutorily created institutions. Currently, participation is voluntary. CHE indicates that over the past five years, attendance has ranged between 40 and 60 governing board members and institutional representatives.



This bill does not make participation mandatory for elected board members of the various community colleges, branches and off-campus centers.

FISCAL IMPLICATIONS



This bill does not make an appropriation.



ADMINISTRATIVE IMPLICATIONS



According to CHE, if the program were to become mandatory, the agency would likely need to offer the program more than once per year. The agency is currently funded for one training per year and estimates passage of this bill would require additional resources to support a .5 FTE to coordinate and conduct the additional training sessions at a cost of $30.6.
