SUMMARY



Synopsis of Bill





HB 146 appropriates $500.0 from the General Fund to the Children Youth and Families Department (CYFD) for expenditure in fiscal year 2002 to contract for adult daycare services. The purpose of these services is to reduce risk of abuse, neglect, exploitation or premature institutionalization.



Significant Issues



The bill augments the current budget that provides these types of services by establishing funding for additional adult daycare services slots that CYFD administers through contracts with community based providers.



HB 146 does not indicate the number of individuals to be served with the additional funding. However, the State Agency on Aging indicates there is a two year waiting list for such services and the funding would reduce the waiting list.



A major goal of the State Agency on Aging is to maintain vulnerable elders in community settings as long as possible, avoiding institutionalization. This bill aids in the accomplishment of this goal.



FISCAL IMPLICATIONS



HB 146 appropriates $500.0 from the general fund. This provides additional funding not recommended in either the Executive or LFC budget recommendation.



By preventing institutionalization this funding will save the state Medicaid expenditures. The number of individuals served would need to be identified to estimate the savings.



ADMINISTRATIVE IMPLICATIONS



Additional contract services would be administered by existing FTE at CYFD.



OTHER SUBSTANTIVE ISSUES



Provide language in the bill to require CYFD to coordinate with the State Agency on Aging regarding the investment to Adult Day Care in order to avoid duplication and to improve access to services.
