SUMMARY
Synopsis of HJC Amendments
The House Judiciary Committee amendments increases the number of newspapers publishing notice from one to two.
Synopsis of Original Bill
HB 191 amends Section 8-8-15 NMSA 1978, by revising procedures for providing notice of proposed rulemaking by the Public Regulation Commission. Specifically, shortening from sixty to thirty days the publishing of notice and mailing of hearing date to persons requesting notice.
Significant Issues of HJC Amendments
Decreases the likelihood that notice will be inadequate.
Significant Issues
Reduces notice from three newspapers of general circulation to the New Mexico register and a newspaper of general circulation for provisions affecting the entire state.
Thirty days notice may be a restrictive time period due to scheduling difficulties and travel plans for interested parties wishing to attend hearings.
