SUMMARY



Synopsis of Bill



House Bill 319 provides for the care and maintenance of state building by the Building Services Division (BSD) of GSD. The bill authorizes BSD to charge reasonable fees to cover costs of the services. The bill provides the fees shall be appropriated by the legislature for BSD operations.





Significant Issues



HB 319 establishes the duties of the BSD in statute to include:

HB 319 allows BSD to operate and care for buildings leased by PCD and the New Mexico Finance Authority. In addition, BSD may provide similar services to tenant agencies in PCD owned buildings outside Santa Fe and charge a reasonable fee (subject to legislative appropriation).





FISCAL IMPLICATIONS



The BSD's current operating budget is approximately $7 million to provide services to state-owned (PCD controlled) buildings in Santa Fe. HB 319's fiscal impact (indeterminate at this time) to the BSD budget depends on the reasonable fees developed and on which agencies in which communities take advantage of the BSD services.



Currently, BSD serves approximately 4,000 employees housed in 1.3 million square fee of state-owned office space. Services provided include: maintenance, environmental control and grounds upkeep.



According to GSD staff, there are many state offices too small to have maintenance staffs and often preventative maintenance is deferred resulting in significant capital outlay costs.
