SUMMARY



Synopsis of Bill



This bill appropriates $43.0 from the general fund to CYFD for the purpose of contracting with culturally competent counselors and advisors to provide spiritual counseling to juveniles detained in state detention facilities.



Significant Issues



CYFD is required to provide services to youths committed by the courts to CYFD juvenile correctional facilities. This bill would provide spiritual counseling, through contract, to youth that request it. CYFD does not have information on the numbers of individuals who might request this service if it was offered. It is not clear if youth detained in Department of Health (DOH) mental health facilities are to be covered by this bill.

One output measure is proposed:

FISCAL IMPLICATIONS



The appropriation of $43.0 contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



CYFD would administer this service through contract.
