SUMMARY



Synopsis of Bill



House Bill 554 amends section 22-2-8.4 of NMSA 1978, by striking outdated language and (with local school board approval) marching band courses would meet the required physical fitness unit.

Significant Issues



If enacted, this bill would allow students to meet the required physical fitness unit by taking a marching band course.



OTHER SUBSTANTIVE ISSUES



If House Bill 554 is enacted, school districts would need to support marching band courses with written, delivered, sequential, and assessed curriculum, as well as provide an appropriately licensed instructor.



Current statute requires that all courses offered for credit employ a final examination for student assessment. The Department of Education suggests, with the absence of a final exam requirement,





that language be added to this bill which requires that courses being offered for credit must include some form of assessment (formative and/or summative) to assess the learner's progress toward meeting relevant state content standards and benchmarks.
