SUMMARY



Synopsis of Bill



This bill allows school district employees to annually be paid an amount totaling 50 percent of the employees' hourly rate times the number of hours of accumulated sick leave in excess of 600 hours. Employees may also be paid an amount totaling 50 percent of the employees hourly rate times the number of hours of accumulated sick leave in excess of 600 hours upon retirement.



This bill also allows employees of school districts who transfer to other school districts to transfer their sick leave balances.



Significant Issues



This bill would make annual appropriations for public school funding difficult due to the uncertainties related to how much sick leave teachers will accumulate and how much in supplemental appropriations will be required year after year resulting from this proposal.



FISCAL IMPLICATIONS



This bill leaves the appropriation process open to additional supplemental appropriations in the annual general appropriations act.
