Synopsis of HTCS Bill



House Transportation Committee substitute for HB 925 establishes a new section of Chapter 65, Article 5, NMSA 1978. Clarifies the movement through a commercial zone, requirement of financial responsibility and exemption from registration.



Significant Issues



DPS reports this bill is needed to clarify the position of Mexican carriers entering the US Border Commercial Zones. It creates an exempt status for these vehicles, to include temporary registration, or the permitting process if a vehicle is not a participant in International Registration Permit. Passage of this bill as it is written will allow free movement throughout the commercial free zones.
