SUMMARY



Synopsis of Bill



House Joint Memorial 7 (HJM 7) requests that the Motor Vehicle Program of the Taxation and Revenue Department revise its New Mexico driver's license manual in order to include rules for the safe and efficient use of traffic roundabouts, also referred to as traffic circles.



Significant Issues



According to the Motor Vehicle Program, an updated version of the New Mexico Driver's Manual is currently being planned which will also incorporate diagrams, descriptions and written rules specifically regarding traffic roundabouts. The new manual will be more comprehensive than prior manuals, emphasizing rules regarding improved motorist safety and knowledgeable driving, including those for traffic circles. A Request For Proposal is currently being drafted for printing services of the new driver manual and should be finalized by March 2001.





FISCAL IMPLICATIONS



There is no fiscal impact as a result of this joint memorial.



TECHNICAL ISSUES



The memorial refers to the Motor Vehicle Division; it is now formally called the Motor Vehicle Program with the agency's implementation and participation in the Accountability in Government Act.
