SUMMARY



Synopsis of Bill



House Joint Memorial 18 requests designation of United States Highway 70 between Las Cruces and Alamogordo as "Bataan Veterans Memorial Highway" by the State Highway Commission.



Significant Issues



The State Highway Commission must approve this name designation. The costs of signage must be absorbed by local governing bodies. Dona Ana and Otero Counties would be required to pay for installation and maintenance of the signs.



FISCAL IMPLICATIONS



According to the department, normal signage would consist of sixteen signs over this 70 mile stretch of highway. The total cost of signage would be $8.0.



In accordance with Commission Policy CP61, "Memorial or Honorary Designation or Dedication of Highways and Structures," a request for dedication to the commission must be accompanied by resolution from the governing body(ies) of each local entity where the dedicated facility is located. Further, the local governing body(ies) commit to install and maintain the appropriate signs in accordance with the "Manual on Uniform Traffic Control Devices" at no cost to the department.



ADMINISTRATIVE IMPLICATIONS



Upon approval of the State Highway Commission, the department will need to work with local governing bodies to identify locations for placement, approve design and supervise installation of the signs.
