SUMMARY



Synopsis of Bill

House Joint Memorial 78 requests that the State Highway and Transportation Department make San Miguel County Road B44A a state road and provide improvements and maintenance on the road.



Significant Issues



Improvements requested by San Miguel County would cost an estimated $1.75 million. Maintenance is estimated to cost $56.0 annually.



San Miguel County Road B44A functions neither as an arterial nor a collector, and thus is not a reasonable candidate for the state highway system. State Highway Commission policy requires that any additions to the system require balancing reductions agreed to among the entities involved in a road exchange agreement.











This project is not included in the 2001-2006 Statewide Transportation Improvement Program (STIP). San Miguel County Road B44A is not included in the department's maintenance budget. There are no funds available for construction and maintenance that have not already been allocated in the department's construction and maintenance budgets. In order to add this project to the STIP, other projects in the same area with the same total estimated cost would have to be deleted. In order to add this road to the maintenance plan, work on other roads in the same area with the same estimated cost would have to be deleted.



FISCAL IMPLICATIONS



The memorial asks the department to increase its construction costs by an estimated $1.75 million and its annual maintenance costs by $56.0 without any increase in revenues.



OTHER SUBSTANTIVE ISSUES



As an alternative to the intent of this memorial, this road is eligible for COOP funds, School Bus Route funds, and County Arterial Program funds through the Local Government Roads Fund. The road is also eligible for other state funding sources.
