Synopsis of Bill
House Memorial 13 requests the U.S. Congress to make every possible effort to maintain and preserve the distinctive historical, social and cultural characteristics of the people and land of north central New Mexico by designating it as a national heritage area.
Significant Issues
National Heritage Areas are regions in which residents, businesses, and local governments have joined together to conserve and celebrate heritage and special landscapes. To date, the U.S. Congress has established 18 national heritage areas around the country (see map attached), in which conservation, interpretation and other activities are managed by partnerships among federal, state and local governments with non-profit and private organizations. A "management entity" is named by Congress to coordinate the partners' voluntary actions.
FISCAL IMPLICATIONS
Generally, designation as a National Heritage Area comes with technical and financial assistance from the National Park Service. Enactment of the memorial would not have a fiscal impact on any state agency.
