Synopsis of Bill

House Resolution 3:

•adds a new rule, House Rule 3-1, to provide for the election of floor leaders and whips by the respective party caucuses of the two political parties having the most members; such party leaders serve at the pleasure of their respective party caucuses;

•amends House Rule 4-6 to remove the power of the speaker of the House of Representatives to appoint members to committees; and

•amends House Rule 9-1 to give the majority and minority floor leaders the power to appoint members from their respective caucuses to committees.
