SUMMARY



Synopsis of Bill



Senate Bill 22 appropriates $100.0 to the State Department of Public Education (SDE) to support an on-going museum-based early childhood community summer day-camp program at Agua Fria elementary school in Santa Fe.



Significant Issues



The State Department of Education will work in coordination with Santa Fe public schools to continue this program.



This no-fee program operates for six weeks during the summer and will serve 100 five through seven year old children who attend the Santa Fe Agua Fria Elementary School. This community program is based upon an early childhood model of education with a primary focus on literacy and numeracy activities through science, art, crafts and dramatic play. The staff is bilingual with a ratio of one staff member to every five students.





FISCAL IMPLICATIONS



The appropriation of $100.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



The SDE will collaborate in the coordination of this program through a model of museum-based community summer camps. Current SDE staff is available for technical assistance for this community-based model. Teachers for this program will be compensated from the appropriation in this bill.
