SUMMARY



Synopsis of Bill



Senate Bill 112 appropriates $100.0 to the State Department of Education (SDE) to establish a pilot project where parents are involved in teaching reading to their children.



Significant Issues



According to the State Department of Education (SDE), the Temporary Assistance to Needy Families (TANF) and Even Start programs currently offer family literacy components to parents and their children. The appropriation in this bill would allow an expansion to parents and children not currently being served.



FISCAL IMPLICATIONS



The appropriation of $100.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general fund.

SB307 and HB82 - makes student improvement appropriations.- $4.0 million is appropriated from the general fund to the state department of education for expenditure in fiscal year 2002 to pay teachers to teach intensive summer education programs for students in need of assistance.



OTHER SUBSTANTIVE ISSUES



According to the Guide To Improving Parenting Education in Even Start Family Literacy Programs (2000), research studies support the importance of parental involvement in school success. This initiative would complement the SDE's statewide reading initiative by providing a model for how to effectively engage parents as partners in programs that utilize current research in reading.
