Synopsis of Bill
SB 276 extends the prohibition against dog fighting for monetary gain or entertainment to all animals.
FISCAL IMPLICATIONS
There are significant law enforcement costs associated with animal fighting since these events tend to lead to or involve illegal activities such as gambling and abuse of alcohol.
OTHER SUBSTANTIVE ISSUES
SB 276 defines "animal" as a vertebrate member of the animal kingdom, excluding humans. These are creature who do not have the capacity to consent to engage in the self destructive behavior of fighting.
Many New Mexicans believe that allowing animals to fight is cruel.
