SUMMARY



Synopsis of Bill



The bill appropriates $200.0 from the general fund to CYFD for the purpose of establishing a drug demand harm-reduction program for Chimayo in Rio Arriba and Santa Fe Counties.



Significant Issues



CYFD is providing similar services within the prevention and intervention (P&I) program through the Juvenile Accountability Incentive Block Grant. This bill would establish a new program specific to Chimayo which has one of the highest rates of juvenile drug use in the state.



PERFORMANCE IMPLICATIONS



Performance measures are incorporated in the P&I program.





FISCAL IMPLICATIONS



The appropriation of $200.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



CYFD would probably contract these services.



OTHER SUBSTANTIVE ISSUES



CYFD administers programs for youth aged 18 and younger. If the intent is for a total program including adults, the program would be administered through a memorandum of understanding between CYFD and the Department of Health.



DUPLICATION



This bill duplicates HB 95.



POSSIBLE QUESTIONS



Questions and answers should determine whether the program is for youth only or should include young adults older than 18.
