SUMMARY



Synopsis of Bill



Senate Bill 384 appropriates $1 million from the general fund to DFA's Local Government Division for the purpose of enabling the Region III Housing Authority to carry out a family self-sufficiency and employment training program in Bernalillo, Sandoval, Torrance and Valencia counties.



Significant Issues



Under the Regional Housing Law, regional housing authorities are statutorily empowered to carry out a range of duties related to planning, financing and developing affordable housing. It is unclear if the program funded in this bill is consistent with those duties.





FISCAL IMPLICATIONS



The appropriation of $1 million contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



The appropriation contained in this bill would be administered by DFA's Local Government Division. DFA did not respond to the LFC's request for information about this bill.



POSSIBLE QUESTIONS



1. What is a family self-sufficiency employment and training program? Who would be the program's clients?



2. Does the Region III Housing Authority have the statutory authority to implement the program described in this bill? Does it have the technical expertise necessary for such a program?



3. Employment training is provided by several state government agencies, including the Department of Labor. Would the program described in this bill duplicate state services?
