SUMMARY



Synopsis of Bill



Senate Bill 403 appropriates $2.0 million to the State Department of Education (SDE) for high school-to-workforce transitional counseling services .



Significant Issues



This bill would allow local school districts to hire additional career counselors to help high need and other high school students in their transition into the workforce or into additional training.



SB 403 requires the SDE to ensure that counseling services include:







FISCAL IMPLICATIONS



The appropriation of $2.0 million contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general fund.



OTHER SUBSTANTIVE ISSUES



The Legislative Education Study Committee (LESC) recommended that $2.0 million be appropriated to the SDE to allow local school districts to hire additional career counselors to help high need and other high school students in their transition into the workforce or into additional training.

House Joint Memorial 12 relates to this bill: it requests the SDE, Office of the Governor, State Workforce Development Board, and public and private school-to-work partners to develop a school-to-work sustainability plan.
