SUMMARY



Synopsis of Bill



Senate Bill 417 appropriates $200.0 from the general fund to the Board of Regents of the University of New Mexico (UNM) for the purpose of providing statewide outreach programs to school music instructors for professional development and curriculum development in mariachi music and to establish a library of mariachi music.



Significant Issues



According to the Commission on Higher Education (CHE), the current UNM music library would be improved with the addition of a mariachi library and it could be the first of its kind in the United States.



FISCAL IMPLICATIONS



The appropriation of $250.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY02 shall revert to the general fund.





ADMINISTRATIVE IMPLICATIONS



The CHE estimates that UNM will need to add 5.0 FTE to accomplish the statewide outreach responsibilities included in this bill.
