SUMMARY



Synopsis of Bill



SB 453 makes it legal for a person to charge a fee to assist a person in obtaining a hunting license in New Mexico. This bill would allow persons involved in licensing services, booking agencies or license brokering to engage in these activities without being registered with the Game and Fish Department. These people would also be allowed to charge a fee for their services other than the application processing fee, charged by the Department.



Significant Issues



Random drawing are the basis of obtaining hunting permits. Booking agents would still have to apply in the name of a specific hunter to obtain a license, if successful in the random drawing, the booking agent could charge a fee for going through the application process and helping the hunter select a desirable area.



According to the Game and Fish Department, these people provide a legitimate service, which is not directly involved with the actual hunt. The Department does not want to impede interstate commerce from occurring.



FISCAL IMPLICATIONS



No appropriation is involved with SB453.
