Synopsis of Bill



Senate Bill 611 provides funding for the capital outlay portion of implementing full-day kindergarten.



Significant Issues



Senate Bill 611 appropriates $15,354.0 to plan, design and construct full-day kindergarten classrooms.



The bill also appropriates $1,432.0 to plan, design and construct school buildings in the Hobbs School District that will make other classroom space available for full-day kindergarten classrooms in that school district.



According to SDE, the funds will not be allocated through the Public School Capital Outlay Council (PSCOC). Sections 22-24-1 through 22-24-6, NMSA 1978, charges the PSCOC to allocate funds appropriated by the legislature to meet critical capital outlay needs which cannot be met by the school district.





FISCAL IMPLICATIONS



A program budget review by the SDE by all 89 school districts indicate that $10,240.0 would be needed for new classrooms to implement the next phase of full-day kindergarten, assuming that the implementation schedule is accelerated from five to three years. Additional funds needed for the final phase could be allocated through the PSCOC.



ADMINISTRATIVE IMPLICATIONS



This bill represents a significant increase in capital outlay projects flowing through the State Department of Education. According to SDE, the department will accomplish this task with current SDE staff.
