SUMMARY



Synopsis of Bill



This bill appropriates $50.0 from the general fund to the Local Government Division of the Department of Finance and Administration for the purpose of purchasing water rights for the Chamberino and La Masa water systems.



Significant Issues



Chamberino and La Masa are located in south, central New Mexico, close to the Texas border. They are in the Lower Rio Grande basin area. Demand for water is growing in this area and water rights are scarce. Purchasing water rights is the only method to obtain permanent access to water.



FISCAL IMPLICATIONS



The appropriation of $50.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year shall revert to the general fund.
