SUMMARY



Synopsis of Bill



HB 636 would designate the second Tuesday of February of each year as "Hispanic Culture Day." The bill would recognize the many accomplishments, sacrifices and contributions made by Hispanic people from throughout the world. Also, the bill would promote community celebrations and would enhance the relationships of all the diverse peoples of New Mexico.



Significant Issues



Both the Office of Cultural Affairs (OCA) and the Commission of Public Records support this bill. According to the OCA, " the people of New Mexico owe much of their present-day cultural personality to the contributions and accomplishments of Hispanic peoples. New Mexico would not be the colorful, vital and diverse place that it has become without these Hispanic influences." The Commission of Public Records extends their support, claiming that such a day could serve as a catalyst to fulfilling their purpose, claiming that this day would provide an opportunity for the Commission of Public Records to promote use of the state archives as well as its New Mexico history courses and lecture series and historical records programs. Accordingly, it would support the strategic initiative identified in the agency's 2001 - 2005 strategic plan "to advocate understanding and appreciation of New Mexico history."
