Synopsis of Bill
Senate Bill 681 appropriates $30.0 from the general fund to the Secretary of State to cover costs associated with placing a constitutional amendment on the ballot.
Significant Issues
The bill provides that the funds will be used in fiscal years 2002 and 2003 for placing the proposed constitutional amendment found in Senate Joint Resolution 18. SJR-18 proposes to limit the terms for the President Pro Tempore of the Senate and the Speaker of the House of Representatives. According to the agency, the costs associated with printing and advertising the proposed constitutional amendment are absorbed in the agency operating budget and do not require an additional appropriation.
FISCAL IMPLICATIONS
The appropriation of $30.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

The proposed appropriation is contingent upon the passage of Senate Joint Resolution 18, "Term Limits of Speaker and Pro Tempore, CA."
