SUMMARY



Synopsis of Bill



Senate Bill 696 appropriates $65.0 from the general fund to DFA's Local Government Division for the purpose of funding an after-school tutoring program in the town of Taos.



Significant Issues



The State Department of Education (SDE) reports that students who experience difficulties in their academic programs frequently do not have opportunities outside the classroom to work with their teachers or others to address those difficulties before they worsen. In particular, students from homes that speak languages other than English often lack one-on-one tutoring opportunities. 70 percent of the student population in Taos is Hispanic and 6 percent is Native American.



SDE reports that studies indicate students who have access to high-quality tutoring experiences are more inclined to persevere in their course work and complete their course of study.





FISCAL IMPLICATIONS



The appropriation of $65.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



According to the bill, DFA's Local Government Division would administer this funding. DFA did not comment on this bill.



The State Department of Education notes that the Taos Public Schools would be required to initiate, supervise and evaluate this program. The role of the SDE would be limited to data collection as part of the Taos school district's Educational Plan for Student Success.

This bill duplicates House Bill 726. It relates to Senate Bill 778, which appropriates $55.0 for a youth learning program in Taos. It also relates to Senate Bill 244, which appropriates $156.0 for a youth development and construction program in Taos.
