Synopsis of Bill



Senate Bill 746 amends Section 1-15-4 NMSA 1978 to change the process in which presidential electors are selected.



Significant Issues



Currently, New Mexico is able to elect five presidential electors to the Electoral College. These electors are selected by the party whose nominees for President and Vice-President receive the highest number of votes at the general election statewide.



This bill proposes to elect one presidential elector for each congressional district and two presidential electors at-large. The elector from a congressional district will be elected by the party whose nominees for President and Vice-President receive the highest number of votes within that district. The remaining two electors would be elected by the party whose nominees receive the highest number of votes statewide.



The bill also provides that each presidential elector elected shall be granted a certificate of election by the State Canvassing Board.







FISCAL IMPLICATIONS



There is no appropriation or significant fiscal implication contained within this bill.
