SUMMARY

Synopsis of Bill

Senate Bill 778 appropriates $55.0 from the general fund to DFA's Local Government Division for the purpose of funding a youth learning program in the town of Taos.

Significant Issues

The bill does not explain what constitutes a youth learning program.

SDE reports that youth delinquency is rising in Taos county and says that programs that engage youth in productive activities may assist in reversing this trend.

FISCAL IMPLICATIONS

The appropriation of $55.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

According to the bill, DFA's Local Government Division would administer this funding. DFA did not comment on this bill.

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

This bill relates to Senate Bill 696 and House Bill 726, which appropriate $65.0 for an after-school tutoring program in the town of Taos. It also relates to Senate Bill 244, which appropriates $156.0 for a youth development and construction program in Taos.
