SUMMARY



Synopsis of Bill



Senate Bill 792 appropriates $15 million from the general fund to the State Highway and Transportation Department to plan, design, engineer and construct an extension of University Boulevard to Mesa del Sol in Albuquerque.



Significant Issues



This appropriation would fund an extension of University Boulevard to accommodate current and projected traffic to the Mesa del Sol amphitheater and proposed business district. The approximate length of the road is 1 ½ miles with a major bridge structure required across the Tijeras Arroyo. The amphitheater is a major venue for entertainment in Albuquerque. Bookings in the first season of operation have attracted large, capacity audiences. Several businesses are discussion to locate at the business district. However, one of the criteria for development of the area is the road improvement. The State Land Office projects substantial development and use of Mesa del Sol in the future once the road is completed.



The State Highway and Transportation Department has the resources and expertise to construct the road extension if funding is made available from the general fund. This appropriation may qualify for federal or county road matching funds. The project may take two to three years to complete. The appropriation is available for expenditure immediately upon signature by the Governor with a final deadline of June 30, 2003.



Revenue from the Mesa del Sol development is credited to beneficiaries designated by the Enabling Act.



FISCAL IMPLICATIONS



This bill appropriates $15,000.0 in a general fund which is non-recurring. The general fund Appropriation would not have a fiscal impact on the existing Statewide Transportation Improvement Program of the State Highway and Transportation Department since the State Road Fund would not be impacted by this project.



ADMINISTRATIVE IMPLICATIONS



This road improvement project would have minimal administrative impact on the department because the department designs and constructs a significant number of road improvement projects annually.
