SUMMARY

Synopsis of Bill

Senate Bill 807 would create the "medicaid reserve fund" in the state treasury. The fund is non-reverting and consists of money appropriated to it and the interest earnings it makes. Money in the fund is appropriated to the Human Services Department to meet Medicaid budget shortfalls.

Significant Issues

HB 2 and HB2/aSFC (the general appropriations acts) appropriate money to the appropriations contingency fund to cover Medicaid budget shortfalls.

FISCAL IMPLICATIONS

The bill creates the fund, but appropriates no money to it. Any money appropriated to the fund would reduce money in the general fund operating reserve or the appropriations contingency reserve, which also constitutes part of the general fund.
